Analysis of Legislative Decrees 1094, 1095, 1096 and 1097

On Wednesday, September 1st, the Government issued Legislative Decrees 1094, 1095, 1096, and 1097, under the framework of Law 29548, published on July 3rd of the current year, through which legislative powers were delegated to the Executive Branch. With these legislative decrees, referring to benefits for military personnel, not only have military and police officers accused or convicted of serious past human rights violations been improperly benefited, but they have also taken advantage of the situation to legally "shield" military personnel who may commit new human rights violations in the future.
