The War Erased Even the Names of the Dead
Santillana came close to being wiped off the map by guerrilla attacks and repression by the army and paramilitary self-defense groups. Those who survived fear that the State will exclude them from the Integral Reparations Plan, a program of redress and compensation for those who bear the consequences of the conflict. The Andean communities of Santillana have not improved their living conditions either. They remain as poor and marginalized as in 1980, when Sendero began the war. The CVR estimated that the armed actors murdered and disappeared 10,661 people in the region.
