Peru: The Criticized Amnesty Law Lasted Only 13 Days
The decision by the Peruvian Congress to repeal a law enacted just 13 days earlier — one that benefited military personnel being tried for crimes against humanity — left the government of Alan García in a poor position, while defenders of the law announced on Wednesday new initiatives in favor of those being prosecuted. On Tuesday night, Congress repealed by 90 votes to 1 a legislative decree that proposed releasing imprisoned military personnel who had been held for more than 36 months without being sentenced.
