Serious Dangers for Human Rights. The 11 Decrees of Alan García's Government
On July 22, 2007, the government of Alan García published 11 Legislative Decrees, announced as an effective mechanism to combat organized crime. In reality, an examination of these rules reflects an intent to repress the social mobilizations that have occurred in recent months. The 11 Legislative Decrees further restrict citizens' fundamental rights, open unconstitutional possibilities for detaining and isolating individuals, alter criminal classifications, and disproportionately increase penalties.
