Experiences Before the UN and OAS Human Rights Commissions
Speech presented at the International Seminar: "Impunity and its Effects on Democratic Processes". Santiago de Chile, December 14, 1996, referring to the case of Peru. First, the author presents the recent and current context of Peru, before describing and briefly analyzing the experience of accessing the UN and OAS protection systems from the perspective of the legal defense of victims of civil and political human rights violations in Peru. Finally, he outlines some conclusions and proposals.
