The Democratic Value of a Reasoned Ruling
The ruling against Abimael Guzmán issued by the Supreme Anti-Terrorism Chamber presided over by Pablo Talavera demonstrates that it is possible to confront, in a democracy and within the framework of the rule of law, the trial and conviction of persons who have committed — based on their own differing justifications — serious crimes and even crimes against humanity.
