Memory and Tolerance

The last time I was in Pichiwillca, the village from which resistance to Sendero Luminoso was organized in the VRAE in the 1980s, the leaders of that overlooked but heroic campaign told me how they solved the problem of the defeated Shining Path members who remained under their control. Do you know what they did? They incorporated them into their community and made them their neighbors. It was a way of keeping them under watch but productive, and above all, of not making their repentance impossible.
