The Covert Amnesty
On the issue of human rights, President García had things clear from the start of his term. The objective was to prevent investigations into past crimes from advancing and, consequently, to avoid punishing those responsible. As early as September 2006 he launched a furious campaign against the process of judicial prosecution of serious human rights violations and against the judges and prosecutors handling these cases.
