LETTER TO THE PRESIDENT OF THE UNITED STATES

We believe that the consolidation of democracy in Peru is key to the national security of U.S. interests, not only in Peru, but throughout the region. We also believe that the United States government has an obligation to provide the fullest possible accountability of what U.S. agencies know about human rights violations in Peru and about the role of Peruvian security forces and insurgent groups in these abuses. On June 25, 2001, the U.S. Senate approved Resolution 107, which called on the United States government to fully cooperate with the Peruvian government to bring before Peruvian justice former officials involved in... illicit activities. Government agencies have begun to assist in Peru's investigations, including the January 7, 2002 submission by the U.S. Department of State of 38 declassified documents in response to the request of the Townsend Commission of the Peruvian Congress, which was investigating Vladimiro Montesinos. We commend the support your administration has provided to the consolidation of democracy in Peru, and ask for its continuation.
