Parameters for the Design of a Reparations Program in Peru
This report seeks to contribute, from a theoretical perspective and drawing on international experience, to defining a just and realistic framework within which Peruvian society can debate the best way to repair the incalculable damage caused to individuals and communities during 20 years of violence and repression.
