Genocide and Impunity
The genocides perpetrated in Peru in the 1980s and 1990s were not accidental or the acts of a few wayward elements of the armed forces and police, as the governments of the day have propagandized from Belaunde to the current government of García Pérez. These arguments are refuted by the authors and protagonists themselves. The accused President García Pérez and the principal executor of the El Frontón genocide, Admiral Luis Giampietri, maintain that the mass killings of unarmed peasants in the Peruvian highlands and of political prisoners in the prisons were regular "combat."
