It appears that as early as mid-January, the military assault on the Japanese Ambassador's residence was the main alternative being considered by President Fujimori and the military high command. Although it was publicly described as a mere "contingency plan" in the event of a possible worsening of the hostages' situation, in reality the decision made was the practical consequence of the conviction that Cerpa was not willing to leave for Cuba empty-handed. For Fujimori, there was nothing left to negotiate.
