Contract Between AVSC and USAID
Five months into the succession of reports about compulsory sterilizations in Peru — where 100,000 women were sterilized from mid-1995 to November 1997 (Miami Herald, January 11, 1998) — a contract has come to light between the prominent US NGO Association For Voluntary Surgical Contraception (AVSC) and USAID, the United States Agency for International Development, to develop and expand policies for "the development of sterilization services" (tubal ligation and vasectomy), and "to help introduce surgical sterilization in new areas."
