Security and Human Rights

Monograph presented by the author, a colonel of the Peruvian Army, at the XLIII Course of the Inter-American Defense College, in which he analyzes the conclusions of Peru's Comisión de la Verdad y Reconciliación, concluding that most countries have employed their armed forces to combat internal conflicts of various kinds and that their intervention was backed by political power in defense of the human rights of society — for this reason, he argues that "the first defenders of human rights in the hemisphere were the members of each country's armed forces (FFAA)."
