Impunity for Whom?

The government has broken off the dialogue sponsored by the OEA under various pretexts, the most widely cited being that they are demanding an amnesty for the military, which should be incorporated into the Constitution. This would supposedly provide guarantees to uniformed personnel who violated human rights during the counter-insurgency war. However, that is merely a screen to conceal the true objective: to secure impunity for thieves and drug traffickers — military and civilian — who have enriched themselves illicitly over the last decade, including, of course, Vladimiro Montesinos.
