Vile and Wicked
Only in Peru has there been the case — not of a private individual, but of a political regime — whose guiding principle, when naming ministers or recruiting parliamentarians and officials, seems aimed at demonstrating to public opinion that decency, coherence, and integrity do not exist, and that any citizen can be bribed, bought, corrupted, and used by the Government, even for the most ignoble purposes, without much difficulty.
