The pardon granted by the government to former Intelligence agent Mesmer Carles Talledo — who was serving a 15-year prison sentence for terrorism — has given new impetus to the complaint filed by the widow of Pedro Huillca, Martha Flores, against the Grupo Colina for the murder of her husband on December 18, 1992.
