Military Shuffle. One Year After the Conflict with Ecuador, Almost Total Renewal of the Military Leadership. Only General Hermoza Remains Unmovable

Although the changes in the Defense Ministry, the Navy, and the FAP have been attributed to various reasons, in reality they appear to be aimed at restructuring the military leadership almost a year after the conflict with Ecuador, at a time when border tensions seem to be growing again. The only one who has remained in his post is Nicolás Hermoza Ríos, more because of the political power he has accumulated than for his military virtues. In the Army, the changes seem oriented toward placing in key positions officers who will not overshadow the commander-in-chief, rather than improving command efficiency. Published January 11, 1996.
