Open Letter to Alan García Pérez
In the face of negligence, obstruction, and a lack of interest in and solidarity with the victims, the XIV congress of the Movimiento Ciudadano Para Que No Se Repita is compelled to address President Alan García. We express: our indignation at the interruption of the Registro Único de Víctimas, an indispensable tool for providing individual reparations to surviving families; our concern about the management of the Plan Integral de Reparaciones (PIR), which, three years on, only addresses collective reparations while failing to recognize their comprehensive nature and reconciliatory purpose; our protest at the slow pace of implementation of the Plan Nacional de Derechos Humanos 2006-2010.
