Huamán is the second political-military chief brought before civilian courts on human rights charges. CARETAS interviewed him a few days earlier and found a combative officer, and perhaps a resentful one. In 1984 he assumed the Political-Military Command of Ayacucho, replacing Army General Clemente Noel, but was removed at the end of August of that same year because he publicly criticized the government's lack of support for the counterinsurgency effort.
