Report: Regional Development with Rights
Regional Governments have responsibilities in respecting, guaranteeing, and promoting the human rights of the people living in their territories. They are therefore challenged to draft their Regional Human Rights Action Plans (PRADH) and adopt a human rights perspective or approach in their social policies. The human rights perspective takes into account the centrality of the human person, which constitutes an imperative for the various spheres of State action in all public policies they design, plan, and execute; and particularly in the social policies under their responsibility (PNDH: 2005). It is essential for the drafting and/or consolidation of the PRADH to be fully aware that human rights must be enforceable, that they cannot be treated as mere aspirations or as a desirable horizon for people.
