One Year after the CVR's Recommendations
Almost twelve months after the delivery of the CVR's final report, its recommendations occupy almost no place in the public debate; and while the government must face one "emergency" after another — a strike, an act of corruption by some official — the initiatives of various victims' organizations and institutions linked to the defense of human rights to implement the CVR's recommendations represent isolated efforts that fail to influence public decisions and policies.
