For Peruvians Teófila Ochoa and Cirila Pulido, coming face to face with retired Major Telmo Hurtado, dressed in prison clothes and with shackles on his ankles, was the closest thing to an act of justice. Twenty-two years earlier, the officer led the massacre of 69 civilians in the village of Accomarca, in the southern Andean region of Peru.
