Flores-Aráoz States That the CVR Report Has Not Achieved Reconciliation
Six years after the presentation of the Truth Commission (CVR) report, reconciliation among Peruvians has not been achieved due to the "existing bias" of that document against the Armed Forces in their fight against terrorism, said former Defense Minister Ántero Flores-Aráoz. Although he noted that the report has positive aspects — such as having shown the country the state of abandonment of the high Andean regions during the 1980s and 1990s — he also argued that it presents a tendentious view of the military's role in emergency zones.
