Donation with a Catch - Editorial
As a democratic and sovereign country, Peru has the right to accept or reject donations coming from foreign nations if it considers that any of them is tied to a misguided objective. Moreover, within the practice of good global diplomacy, it is intolerable that — in a unilateral and unconsulted manner, and especially without the donor country having first coordinated with our government — an attempt is made to impose a tied donation by publicizing it internationally as being of interest to the recipient.
