Emergency Zones: Who Is in Charge? - Opinion Column

Both in the VRAE and in the Alto Huallaga there are provinces and districts declared as emergency zones. In them, an explosive combination of five factors comes together: the presence of terrorist remnants, the narco-trafficking economy, the coca-grower movement, widespread poverty, and the absence of the State.
