Reparations: A Commitment from the Municipalities?

What can municipalities do in response to the report of the Comisión de la Verdad y Reconciliación regarding the need to provide reparation? This situation is aggravated by the fact that one of the institutions most affected by the violence were precisely the Peruvian municipalities. They suffered the assassination of their authorities, the burning of their offices and archives, intimidation, the prevention of electoral processes, and the suspension of some of them for long periods. So much so that it can be said that the war frustrated — across vast sectors of the national territory — the process of building local government and strengthening municipalities, which had only just begun in 1981. One therefore wonders whether it makes sense to burden municipalities with yet another obligation, a new weight, when they are already creaking under the load they carry.
