Operation Chavín de Huántar. Rescue at the Japanese Embassy Residence
Once the takeover of the residence occurred, the President of the Republic once again made the momentous and courageous decision to assume direct control of the management of the grave situation at hand. Thus, on the very day the events occurred, the President, after evaluating the situation, issued a Directive establishing as the primary objective ensuring the lives of the hostages and specifying that any conversation with the captors had to start from the basic premise of the liberation of all hostages and the unconditional laying down of arms. The President ordered the preparation and management of two plans to be developed in parallel and applied alternatively. The first and priority plan aimed at a peaceful resolution, for which he designated the Minister of Education Domingo Palermo. The second consisted of a contingency alternative, to be applied through a Rescue Operation Plan that was named "Plan Chavín de Huántar"; the conception, elaboration, and execution of said plan was entrusted to Army General Nicolás de Bari Hermoza Ríos.
