Crimes Against Public Safety, the Crime of Terrorism.

The book draws inspiration from a legal current originating in Spain with Antonio Quintano Ripollés, expressed in his treatise on the special part of criminal law: what constitutes crimes against public security. This is a subject that has not been exhaustively studied. The structure of this type of offense is recent in comparative legislation and in our criminal legal order. In the penal code of 1863 it lacked independence. But it is precisely the notion of political security that generates confusion. The difficulty seems to be grounded in the fact that these offenses entail, on the one hand, a singular harm, and on the other, the certain fact that all crimes carry within themselves the possibility of injuring common security.
