Impact and Sustainability of Collective Reparations (2007-2011)
The Collective Reparations Program (PRC) has been implemented since June 2007 as part of the Comprehensive Reparations Plan (PIR), embedded in the recommendations of the Comisión de la Verdad y Reconciliación (CVR). That same year we began our monitoring of this policy of attention to victims, which focuses on communities affected by the internal armed conflict in the Andean and Amazonian regions of Peru. This report covers four years of implementation, a period whose close coincides with the change of central government responsible for executing it. The change of authorities at the executive level may imply a change of perspective and strategy, though it should not necessarily diminish the importance of attending to victims.
