The Promotion of Human Rights in Peru: The Action of Spanish Cooperation for the Strengthening of the Rule of Law.
Thesis submitted for the degree of Master in International Cooperation. It analyzes the human rights situation in Peru and the rule-of-law crisis arising from the internal conflict between 1980 and 2000, as well as the actions undertaken by Spanish development cooperation to contribute to the democratization of the country. To this end, the concept of human rights is presented along with its protection within the international system. The conflict in Peru and the human rights violations to which it led are then studied — largely ignored by a largely passive international community — and which led to the creation of a Truth and Reconciliation Commission.
