Changes in Peruvian Justice and Civil Society (1990-2002)

Report prepared for the Ford Foundation by David Lovatón Palacios, lawyer at IDL. There is a central issue that defines the 1990s in terms of the administration of justice: the intervention and control of the justice administration system by the political regime of Fujimori and Montesinos — a process that was part of the intervention and control of the entire set of powers and institutions of the State carried out by that regime in order to perpetuate itself in power and achieve its objectives. This is the fundamental fact that occurred in Peruvian justice during the 1990s, and it is what makes the evaluation of that period necessarily and unequivocally negative.
