War and Democracy. The Peruvian Military and National Construction
From the twentieth century onward, the military built a development project centered on security, while also becoming the most professionalized segment of the State. Their crisis is, in some way, a reflection of the crisis of a State that has yet to reorganize itself along democratic lines. The beginning of democratic construction in Peru in the year 2000 revealed the deep crisis of the armed forces. The truth is that this crisis was due to structural factors rooted in the relationships that the armed forces maintained with the political system, civil society, and the State.
