Compilation of Legal Instruments on the Implementation of the Truth and Reconciliation Commission's Recommendations

The Agencia Peruana de Cooperación Internacional (APCI) and the Comisión Multisectorial de Alto Nivel (CMAN) present the Technical Cooperation Program for the implementation of the recommendations of the report of the Truth and Reconciliation Commission (CVR). This document highlights the need to unify criteria so that a single National Registry of Victims exists that groups together all previous initiatives. As a first step in this task, APCI has delivered a list of victims certified by the CVR. This list details, in the format of a personal file, identification data, violations, available sources of information, and testimonies. Additionally, the need has been highlighted to create an expenditure coding system that allows the systematic identification of state actions linked to the Comprehensive Reparations Program (PIR). Indeed, this is indispensable, since not every public action for the benefit of the population in the affected areas can be considered a "reparation."
