Peru: The Innocent Prisoners.
Between 1992 and 1996, Amnesty International documented at least 900 cases of Peruvians who claimed their innocence, insisting that they had been unjustly accused of terrorism. Of these, the organization adopted 122 as "prisoners of conscience" — persons deprived of their liberty for political reasons, without having resorted to violence or advocated its use, and against whom actions have been imputed that falsely link them to armed groups. But this figure represents only a small fraction of the probable total number of prisoners of conscience in Peru.
