The Perpetual Pursuit. The Innocent Who Are Wanted
Among the many consequences of the internal war, that of persons unjustly placed under terrorism arrest warrants is one that went relatively unnoticed until recently. Being under an arrest warrant means being subject to search and detention by the police — that is, being in the condition of a fugitive from justice. During the 1980s and the first half of the 1990s, thousands of people were indiscriminately added to the lists of wanted persons. Just as the security forces detained and, on numerous occasions, disappeared and extrajudicially executed many people on the mere suspicion of links to subversion, they also included countless persons on the wanted lists, sometimes adding entire communities en masse. Such is the case described in this book: that of the communal farmers of Cotarusi, in Apurímac.
