Those Wanted for Terrorism — Who Are They? How Many Are There?: Fulfilling the Recommendations of the Truth Commission
One of the most serious and complex consequences of the process of political violence experienced by Peru is, according to the Truth and Reconciliation Commission, the problem of the thousands of persons against whom arrest warrants were issued indiscriminately and irregularly at various points in time. This is what is known as the problem of those under terrorism arrest warrants (requisitoriados). This work makes it possible to identify various problems in the issuing of arrest warrants over nearly two decades (lack of evidence, incomplete names, etc.), and although these problems are the same or similar for other types of offenses, the fact that arrest orders for terrorism do not expire is a matter that aggravates the problem.
