Reparations for Victims of Violence in Colombia and Peru: Challenges and Prospects
This publication brings together a diverse set of reflections on reparation policies for victims of human rights violations in contexts of authoritarianism or mass violence. The occasion on which these ideas were presented by experts in the field and by persons involved in such policies was the international colloquium "Reparations for Victims of Violence in Colombia and Peru and of French Regional Cooperation for the Andean Countries." Confronting a theoretical and practical approach to political transitions that placed all its interest in the institutional stability of new regimes, a more humanitarian perspective has emerged, one for which neither peace nor democracy can be built at the expense of justice. And in the transitions under discussion, the problem of justice is tied to the question of how to address the harm suffered by victims of violence or authoritarianism.
