A group of women unjustly accused of terrorism and detained at the Chorrillos women's prison thank Belgian priest Hubert Lanssiers after being released. On August 17, 1996, through a Legislative Decree, the Comisión Ad Hoc was created to evaluate, qualify, and propose, on an exceptional basis, the granting of pardons or presidential clemency for persons prosecuted or convicted of terrorism and treason. It was composed of a representative of the President of the Republic, the priest Hubert Lanssier, the Ombudsman, and the Minister of Justice. Between 1996 and December 1999, during the commission's mandate, 452 people were pardoned and 50 were granted presidential clemency.
