Liduvina Ccasqui Ccente, unjustly sentenced to 15 years in prison, is freed after two years and five months of confinement

Liduvina Ccasqui Ccente, unjustly sentenced to 15 years in prison by a faceless military tribunal, is released after two years and five months of imprisonment at the Chorrillos women's prison in October 1996. On August 17 of that year, through a Legislative Decree, the Comisión Ad Hoc was created to evaluate, qualify, and propose, on an exceptional basis, the granting of pardons or presidential clemency for persons prosecuted or convicted of terrorism and treason. It was composed of a representative of the President of the Republic, the priest Hubert Lanssier, the Ombudsman, and the Minister of Justice. Between 1996 and December 1999, during the commission's mandate, 452 people were pardoned and 50 were granted presidential clemency.
