Pardoned prisoner Alfredo Barrientos Eyzaguirre
In the city of Trujillo, Alfredo Barrientos Eyzaguirre was pardoned; he appears in the photo alongside his father, both natives of Ayacucho. On August 17, 1996, through a Legislative Decree, the Ad Hoc Commission was created to evaluate, qualify, and propose, on an exceptional basis, the granting of a pardon or presidential clemency for persons prosecuted or convicted of terrorism and treason offenses. It was composed of a representative of the President of the Republic, the priest Hubert Lanssier, the Public Defender, and the Minister of Justice. Between 1996 and December 1999, during the mandate of said commission, 452 people were pardoned and 50 were granted presidential clemency.
