Increase in forced disappearances as a covert method of elimination in urban areas

From 1989 to 1992, the number of cases of forced disappearance of persons by State agents increased significantly. The change in strategy was associated with the new conflict scenarios opened up by the actions of subversive organizations, especially in urban areas where operations to eliminate suspected subversives were carried out in a more covert manner through the use of forced disappearance. This practice was also associated with torture as a method of obtaining information on the plans and composition of the subversive organizations.
