Creation of a military base in Aguaytía

In 1989, the Army created a military base in Aguaytía establishing the Counter-Subversive Battalion 28 to confront the presence of PCP-SL and drug trafficking in the province of Padre Abad. The counter-subversive task was not effective due to the lack of knowledge of the territory and poor military strategy.

Faced with the presence of PCP-SL and drug trafficking in the province of Padre Abad, in 1989 the Army created a military base in Aguaytia, where the "Counter-Subversive Battalion 28" was established from the "Los Laureles" base in Tingo Maria. This action was framed in the context of the declaration of a state of emergency in Ucayali on June 1, 1989 and the creation of a Political-Military Command in charge of the Navy. However, its task was not fully accomplished due to the lack of knowledge of the territory and the poor strategy to prevent subversive attacks and ambushes, which claimed many lives in the military ranks.
