Installation of political-military leadership in Uchiza

After the second PCP-SL attack on Uchiza in March 1989, the political-military headquarters was installed in that town under the command of General Alberto Arciniegas Huby. This military installation allowed the army to dismantle the PCP-SL's parallel popular power committees and regain control over the area.

As a result of the second attack on Uchiza on March 17, 1989, the headquarters of the political-military headquarters was installed in that same town under the command of General Alberto Arciniegas Huby. That year, military bases appeared in Tulumayo, Nuevo Progreso, Pizana and Punta Arenas, which would serve to keep the Shining Path members further away from the Marginal Highway. From its bases, the army was already dismantling the committees of parallel popular power (CPPP) that in a short time would deprive the PCP-SL of its surveillance network, undermining its ability to operate in urban centers and making it difficult to follow the activities of the signatures. The installation of this military headquarters was part of the government's response to the re-declaration of the Alto Huallaga as an Emergency Zone, giving the army maximum authority over the region.
