During 1989, the Communist Party of Peru - Shining Path (PCP-SL) significantly intensified the recruitment of youth and children in the province of Satipo. This recruitment campaign was carried out both in the cities and in rural areas near the highway. Forced recruitment was part of the PCP-SL's strategy to consolidate its control over Satipo province, which had begun in 1987 with selective assassinations of authorities in colonist communities. Between 1989 and 1990, PCP-SL also began clandestine indoctrination of leaders and authorities in the colonist communities, continuing with selective assassinations and managing to control a large part of the province by 1990.
