In the last months of 1989, the XIV Ordinary Congress of the Federation of Workers of Centromín Perú was held with the objective of discussing the labor situation of the workers. This congress was held in a context of intense political violence in the mining region, marked by PCP-SL attacks against mining installations and repressive actions by the military forces. The purpose of the defensive brigade created in this context was to protect the integrity of the workers from aggressions and violent actions that could come from the PCP-SL or any other violent group. However, the members of the brigade never had any confrontations with the Shining Path, since shortly after its formation a military base was installed in the Morococha mining camp.
