In 1989, in the district of Ámbar, near Huacho, the PCP-SL carried out an attack against the Police Post and the Municipal Palace. This attack was part of the Shining Path offensive that extended between 1989 and 1990 to targets in coastal towns. The attack resulted in the death of four people: the Deputy Mayor, a Councilman and two peasants. This event was part of the PCP-SL's strategy of attacking local authorities and extending its presence to coastal areas of the region.
