Between 1989 and 1990, the Shining Path offensive extended to targets in coastal towns. In this context, the PCP-SL assassinated Edgardo Reyes, who was mayor of Supe Pueblo. This assassination was part of a broader PCP-SL strategy of attacking local authorities in coastal areas. The attack on Supe Pueblo was part of an escalation of violence that also included attacks in other nearby towns such as Ambar, where the deputy mayor, a councilman and two peasants were killed.
