In 1989, the PCP-SL assassinated three local authorities in Raquia as part of its strategy to create a power vacuum by eliminating local leaders. The victims were Mayor Emiliano Diaz, Judge Sabino Aguirre and the Secretary of CORDE Ancash. These murders were part of an escalation of violence in the northern zone of Lima and southern Ancash, where the PCP-SL sought to dismantle social organizations and destroy local authority structures. The event was part of the most intense period of Shining Path violence in the region, which lasted mainly between 1989 and 1993.
