In 1989, the APRA government ordered the Armed Forces to take charge of internal order in Lima and Callao, within the framework of a state of emergency. This measure was taken in a context of escalating subversive violence, particularly by the PCP-SL, which had intensified its actions in the capital. The decision was part of the state response to the increase in attacks, armed strikes and selective assassinations that characterized this period. This stage marked the transition to the period of greatest violence in Metropolitan Lima, which would last until 1992.
